Manuel Marin-Foucher, CEO of Evolve Property Management & Workforce
Originally from Cozumel, Mexico, Manuel attended school in Mexico City and Chicago where he studied business management and marketing. His professional and entrepreneurial experience includes a solid background in finance, marketing, hospitality, and retail industries. He has consulted and managed different business ventures in Mexico and Latin America that operate successfully today. Before overseeing the development of the Portland Mercado with Hacienda CDC, he was working as regional marketing manager for Fairlife, one of Coca-Cola’s newest health and wellness companies. In that role, Manuel helped implement tactics that saw sales increase from a million dollars to 230 million dollars in less than 3 years.
Manuel joined Hacienda CDC in 2014 to spearhead the opening of the Portland Mercado, a 3.5-million-dollar development, where he oversaw the completion of the project, long term business strategy, day to day operations and business advising. Under his leadership, Manuel contributed directly to the recruitment and incubation of more than 20 businesses and created over one hundred jobs for low-income minority entrepreneurs. Manuel has provided advisory consulting in social enterprise to different economic development agencies and government agencies nationwide.
In his free time, Manuel enjoys spending time with his wife and two sons, working out, practicing martial arts, cooking, and thinking of new business ventures. He is thrilled to join Evolve as CEO.
Jenifer Dettmann, Director of Property Management
Jenifer is an 18 year property management veteran and a graduate of Western Business College with an Associate’s Degree in Applied Science in Accounting. She is well versed in all aspects of portfolio management including leasing, contractor and maintenance management. Jen has extensive education in the field with countless hours of Fair Housing and Landlord-Tenant Law. She has experience in LIHTC, HOME, OAHTC, RD, Farmworker Housing and HUD. She served as a project manager for a major Tax Credit Compliance property upgrade for 144 unit community. She also has experience as a Compliance Auditor for Section 42 Tax Credit (LIHTC) housing in Oregon, Colorado, Wyoming and Nevada. She has earned designations of Housing Compliance Manager for HUD HOME Program, Section 42 of the IRC and HUD. She began working as the Compliance Manager for Evolve and has been promoted to her current position as Director of Property Management.
Rosa Duarte, Controller
Rosa Duarte has eight years of experience in property management and affordable housing finance. Rosa began her accounting career after completing her bachelor’s degree from Western Oregon University in 2008. She worked as a Financial Accountant for a senior housing management services company. Starting first as an Accountant for Farmworker Housing Development Corporation in 2011, Rosa has risen to Controller for Evolve Property Management Services. She worked closely with the FHDC Chief Financial Officer to develop and implement procedures that led the accounting department to become highly efficient. As Controller, Rosa oversees the day-to-day operations of Evolve’s finance department and supervises of accounting staff.
